Perhaps you should read your Bible, because Satan is described as the 'ruler of this world' and 'prince of the air' but not ruler of Hell. As John pointed out, Hell, if it is a place rather than a state of being (or nonexistence) will most certainly be Satans residence against his will, and a place of suffering, not dominion.
