To get a romance going you first of all have to be of the correct race for example Jaheria won't romance a dwarf, Vicionia a elf etc. Then when they talk to you simply be "nice". Listen to them and be polite and a romance should eventually start up. Some races can't romance anyone though so if for example your a dwarf or half-orc you can't have a romance.
