Unless I'm misunderstanding the question, I think it's through "Tools | Internet Options | Advanced". Scroll to the section on Microsoft VM and make sure those options are checked.

Barring that, also check to make sure in your security setting "Tools | Internet Options | Security" that your Java isn't disabled there. Click on the "Custom Level" button to check. Re-enable Java if it's turned off.
