Gahh, it's been too long since I've played with Edwin! Sorry, but I cant seem to remember how you get it.

But, I do remember what it does. You can only get it if you have Edwin in your party, as it is a part of his quest. What it does, is actually to turn Edwin into a woman. Sounds crazy, yes, but that's what it does.
