Well, I've never done multi myself, but firstly you should announce your availability for a multi game - this way you can identify like-minded gamers.
The best place to do this would be either here in General Discussions, or even better on the TOB forum.

Ask Cloudbringer or Reeka for the exact way of doing it, since they are both experienced at setting up multiplayer games. There will be others who can help too, but I'm not sure who. Some general info though -
One player has to host the game, and the others dial up/connect direct to that game using the IP number of the host, rather than through gamespy.
You all have to have the same version of the game (ie. SOA only, SOA and TOB, all have the same patches etc.) and the correct game disks.
4 is a good number of players to make up a multi - that way you can have room to pick up NPCs for their specific quests, and it is hopefully not too difficult to organise a mutually suitable time to play.
Establish some basic ground-rules before you start - what alignments are allowed? Who is in charge? Who can spend money? What is a good party balance?
