I will try to localize offices but I dont believe it will be Krakow, Katowice or Bielsko Biala. Before WW2 most of such things were managed by church- (marriages for sure but I think they should inform state offices) especially in villages. Cieszyn is not a village now but I am not sure if any, and which one office collect old papers. Probably it could be found in local archive or church. The problem could be the WW2 itself. A lot of papers were burned. I will try to check.
