You don't need to fight them to complete the Railis/Haer'Dalis quest - if you're low lvl just go around them.
but to the tactics:
buy the reflection shield at Adventures Mart - it will reflect all missiles back at the attacker
start the fight with an initial 'barrage' of area-of-effect spells (such as fireball, cloudkill, holy smite, horror, web, stinking, cloud)
retreat back to the entry to the sewers - have your front fighter use the reflection shield - take on the fighters as the emerge using missile weapons
when the mage emerges wait for him to cast his protection spells - then retreat 'upstairs' and wait until they stop functioning - go back down and kill [img]graemlins/shooter02.gif[/img]
