Hehe, there are loads of free programs if you are happy to use trial versions. Frontpage as mentioned, Sierra Webstudio, Dreamweaver, MS Word, and countless others....take a look at any computer magazine (non-game related) and it's bound to have some new web-design tool trial version on it's cover CD. Just install a new one each month and u have free programs for life
