Whoever did it were/are obviously very hateful people. I doubt they were really all that concerned with civilian life. Nothing makes people go more insane with mob-fury than killing their innocent loved ones. This was a scene-setter, a little love-letter to the American foreign diplomats. If the Leaders arn't careful with how they react (ie: go straight after revenge without thinking what THEY might have done in their foreign policy to create such hatred in the first place) then this could lead to a world of shit.
