I coach interscholastic debate here in Illinois, USA. I've read some about international debates, but I'm not familiar with the format you described.
As a proponent of debate, if you have an opportunity to compete in this type of thing. Go for it. I can't say enough about how Debate has positively impacted the lives of my students.
