Actually, if you want to get nitpicky, you actually DON'T meet Dradeel for the first time in ToSC--you meet him in straight BG1. I'm not kidding, test this yourself: Beat the Cloakwood Mines and use the Key. When you appear outside, you are greeted by a disembodied voice that gives you a recap of what you've just done. And what's the name behind that disembodied voice? Why, it's Dradeel! Talk about weird.
