yes, a 1D12 weapon does between 1-12 damage. Further damage can be added if the weapon is enchanted, for example, a +4 warblade hits for 1D12+4 damage giving a damage range of 5-16. You can then add proficiency damage to this which will generally give up to 3 damage for single handed weapons and up to +4 damage for 2-handed weapons (this is only the case in BG2, in BG1 and IWD, +5 damage can be obtained from weapon proficiencies). Strength bonuses are then added (but only for melee weapons and some throwing axes). Look in the back of the manual for the stat bonuses, but a strength of 19 will give +7 bonus to damage. Finally, certain gauntlets can improve damage by +2, but these are found late in the game. Certain kits also provide damage bonuses, for example, the skald and assassin has +1 damage with all weapons useable by that class. A kensai gets +1 bonus to damage every 3 levels, as does an archer etc.
So to clarify, lets assume we have the following fighter:
Weapon: Warblade +4 (5-16)
Bracers: Gauntlets of Weapon Expertise (2)
Strength: 19 (7)
Weapon Proficiencies: 2-H Sword ***** (3), 2-H weapon style **(1)
