As a friend said to me, "ToB is all about GWW", meaning Greater Whirlwind attack, the high-level ability. If you're not going into ToB, dual-class into a Cleric--better THACO, damage, and you can achieve grandmastery. If you ARE going into ToB, however, dual-classing from a fighter is a liability--I suggest a multi-class for the GWW.
