I can only speak in terms of the US Government, but I totally think that is run by Corporate America.
Two points to illustrate this: 1) Look at all the corporate money that is spent in elections, to not only get a politician elected, but also to ensure that once he/she is in office they act in the 'best' interest of the corporate donors. 2) Look at Bush's 'strategic' withdrawal from the Kyoto Treaty. His largest campaign contributor was oil companies and who gets hurt the most if the Kyoto Treaty is ratified? OIL COMPANIES!
