For some NPCs, yes, the option to go back to Copper Coronet shows up, yes. But not for all NPCs.
So if you first try to kick out one NPC, and the option isnt there, then tell him/her to stay. And then just choose from the NPCs until you find one who can travel back to Athkatla.
