Fighters get more attacks per round as they level up. Thus, a 1st level fighter can attack with his weapon (proficient only) once every 6 seconds. at 7th (i think) they increase to 3/2, and at 13th, they increase to 2. Non-fighter types (mages, druids, thieves, etc.) cannot get more than 1 attack/round without magical help, unless they are dual- or multi-classes fighter-types.

EDIT: The Boots of Speed and Grandmaster Armor +6 double movement rate, but do not affect attacks/round.
