Only humans can dual..think of it as a changing of profession. Its a time when the hero decides to stop being whatever he is (fighter/mage/theif/cleric whatever) and start training in a new vocation. In game terms, you stop progressing in your first class, and lose all abilities from that class, but start progressing in your new chosen class, with all the special abilities and stuff attached. You only regain the abilities of your first class when the level of your second class surpasses that of the first..(eg. lvl 11 fighter duals to mage. You're a pure mage from lvls 1-10, but at 11 you become a fighter/mage. note that at this point you only gain exp for your mage class.)
Multiclassing, however, is something only non-humans can do, and you've got to choose it at the beginning of the game. When you multiclass, you can use the abilities of all the basic classes you choose (no kits), and all the exp you earn is divided equally among all the classes. That means you progress in levels slower than a dual or single classed character, and you cap out at lower levels, but you're more versatile. If you've got TOB, you dont have to worry about capping out much, so it just means you get the special abilities later, but end up being a lot more powerful
