This usually means that you still have an open dialogue with someone else, or maybe there's a combat spell you cast that hasn't ended yet. Dialogue will only initiate if you're not in a combat situation.

Try waiting for a while, or sleeping. Then talk to him again. If it still doesn't work, you may want to patch your game. Download the BG2 patch at www.bioware.com.
