Actually the organization was the night masks in that book, an organization of theives, the book was named after them, the Night Masks are sligtly more detailed in the Villains Lorebook, I haven't read any other information about the Night Parade, but I'm sure they are discussed/destroyed by the Harpers in one of the Harpers series of novels.
