potion of insight only sets it at 18. so, if you have 23, then it'll decrease it by 5 (not good). it makes perfect sense from a roleplaying perspective. How can a potion make you more wise than is naturally possible for any of the major races?
Also, fighter-types with the 3 wisdom tomes, hell, and the MoLTM can increase it to 24 with the Axe of Hrothgar from Joluv in the Copper Coronet. however, unless you're a priest/druid, having wisdom over 15 only helps with lore. at 15 you get a small saving throws bonus, which is very good.
