On the other hand; The description of The robe of Vecna says; IMPROVES casting speed. So why would the designers use two different words for the same thing? It makes no sense to me...

Basically, its just a case of inconsisitency. Lowering the casting time is identical to speeding it up. (i.e. improving it)
Also, the amulet of power is indeed the only item that improves priest casting times, although in the underdark, you can use drow adamantine chain mail which also improves casting times by 1, although this is only a temporary solution.
