are you sure you have the latest bioware patch installed?
the "NPC appears busy"-bug is a Win2K/WinXP related bug which can be even a plotstopper hindering you to talk to important persons like Aran Linvail or Bodhi.
Check if you have the lastest patch, it fixed the bug for me!
