Hmm, pretty vague description...but I'll have a couple of guesses. You can always check them on mobygames.com or your favourite games site.
I'm thinking maybe Alien Storm, that was a two player blast-em up double dragon style scrolling.
Err, Metal Slug? Turrican? (eep, also only one player) Just naming games that could match your description.
It also sounds a little like Midnight Resistance, although I'm pretty sure that was only one player.
