There are modifiers, such as target's AC and penality for distance and part of body you're targeting, so you won't always have 95% hit chance, or chance of success when using other skills even if your skill is 95%. So yeah, you'd probably want to keep increasing skills. (just as you'd like to get your attack bonus above 19 in DnD even if a natural 1 on d20 roll always would be a miss (no idea if there is such a rule))
