Sidious was a Senator when Darth Vader was born (or thereabouts) and during the clone wars -- which occurred 10 or 20 years prior to Episode IV, which is still a coupole of years prior to when we first see him in Empire. [/QUOTE]Well I may have had a few facts wrong, but the Emperor needed regular bacta treatment because of the abuse of the dark side...he definitely was about 20 or so years younger than he appeared, at least.
And the reason Amidala didn't age was because in Episode 1 she's supposed to be 14 years old, with Anakin at about 11. I think Amidala is 14 in the book as well...
