Well, it's been some time now since I played the game, but there was always an option - I think it came first on the list of choices - that would start the conversation about Nericon's Gardens.
So you're saying you only get two: one to buy and one to leave? If so, then something is definitely wrong here. You may need to patch the game, though I played the unpatched original release and this part never gave me any trouble.
Dunno what to tell you otherwise, except that if you never get the key from Blake, it isn't a big deal. You miss out on very little overall.
