Hmm, you could have a problem then. There should be a conversation option to ask about items out of the ordinary. That shows up regardless of your current rep. When you click on that, Blake gives you the background on the gardens and mentions he has the key. Then there will be an option to buy the key, but he only sells if he likes your rep.
Are you SURE there is no option to ask about unusual items? This can be confusing, because you can ask a similar question of the potion guy.
