Don's site? I have never heard of it. The runtime program can be downloaded from "Home of The Underdogs". There are some games there too but only a handful. I stumbled across the whole program --RPG maker 2003, which is about 30 MB and I downloaded that too but I have not installed it.
As far I know, downloading the runtime program is technically legal but not the full program.
