For each type of teleporter, there is an activation scroll. Once you have that, you just click the teleporter once to turn it on, and the map will come up. All teleporters that have a "blue fire" showing are the ones you can reach. You can only teleport to an active teleporter, and they all have to be turned on manually.
Charms can be inserted into any item that has "charm quality". Once in an item, they can't be removed, so you want to be sure before you do anything. You need the "enchant item" skill to insert charms. Each rank allows another charm to be inserted, to a maximum of five (presuming the item allows for five).
