You have to ask Dak'kon to translate for you, when you initiate dialouge with Fell

Then you'll 'discover' that Dak'kon lies to you when he translate - this will make it possible for you and Dak'kon to have a 'private' talk later - this should open up the dialouge options that you're looking for.

EDIT: I've just read the second part of your post - so I have to ask, what are your STATs (especially WIS and INT - it may have something to do with the missing dialouge options)
