Apparently being able to create your own custom super hero is a big deal, but it's not very clear if the game provides custom skins/costumes or if you have to download pregenerated ones.

The game does provide a few skins/costumes, but very few. You must download them if you want more skins -- though fortunately most of the skin files are very small and download real quickly. There are now hundreds of skins on the web. In fact there's a program for making your own skins, too!

Also it wasn't obvious if you can use this custom character in the single player game or just in multiplayer only.

You can use your custom character in single player, though only after the 'main' heroes of the game have completed their first few missions and built up enough prestige points to hire your hero. So don't make your custom hero too powerful -- he'll be very costly to hire, meaning you'll have to keep playing with the main heroes until they've enough prestige points to hire your hero! 4,500 prestige points should be about right for your custom hero.
