I remember suffering from the major 'car' bug when playing Fallout 2. When I downloaded the patch I was informed that it doesn't cover any previous saved games, so I had to delete my previous saves and start all over again. Perhaps you guys are suffering from the bugs because you continued to use your previous saves.
And Fallout 2 is one of the greatest RPG's ever. Better than the BG2 series. Don't let those bugs stop you. Fallout Tactics is NOT Fallout 3, its merely a turn-based strategy spin-off. But it was a good game as well.
