You have all parts. There are no head. The pieces are parts of the body of Kangaxx, the Demi-Lich.
Take the parts you have to the Docks District. Go outside the Sea Bounty Tavern. South of it, you'll find a house with a locked door. Pick the lock, and open the door, but be aware of traps! Go down the stairs, and find out the rest yourself from there...
