You can recharge your weapons enchantment in three ways.

Soultrap a creature, scroll to its gem, click once...you'll be given the option of which item you wish to recharge.
Go to the Mage's Guild. It's a merchant-option, so talk to everyone and click on the one with the merchant option symbol that looks like of like the blade of a sword with a star superimposed on it.
Go crawling through Eyeleid Ruins to find a Varla Stone, which completely refills all magical items in your inventory.
