Your headline is slightly wrong, it should be -
"How can Tamriel be alive when everyone is so darn ugly that even the best birthcontrol device known to any world is like Viagra in comparison"

It takes roughly 40 clicks on the randomize face and then some 30 minutes to get a face to look like, well anything except a freakshow accident.
This was an area that I didn't like in Morrowind either. I mean, Oblivion is not your average pig-farmer-fantasy setting but you are to save the world. At least you should have the oppotunity to do it in some style.
