First you need a soulgem, those yellow ones, what are they called ? Grand soulgems ? Secondly, you need a spell (soultrap) or a scroll, and third, you need the soul of either a Golden Saint or an Ascended Sleeper, other souls won't do. Then take your gem to an enchanter, who can be found in Mages guilds, together with the item you want to enchant, and choose the obvious option, which would be "enchant" doh

At the bottom of the screen you can switch between "constant effect" and "cast when strikes", etc....so don't forget to set that to "constant effect" after you placed the gem and the item in the required slots. If it's items you want to enchant, then don't forget they have to be of exquisite quality, any other stuff won't do. Which item do you want to enchant btw ?
