charisma actually has very little to do with attractiveness. sure, a horridly ugly brute would have a decreased CHA modifier, and a Victoria's Secret model would have an increased CHA modifier, but it actually is the ability and inclination to lead. That is why your characters get a morale bonus by having an experienced (high-CHA) leader. They can naturally inspire courage, and basically make everyone feel good about following him/her. When is the last time a good-looking bimbo made good leadership decisions all the time? The confusion comes with items like T'rachie's plate, which talks about disfigurement, which can affect how much people want to be seen with you. However, it is not vanity to have a high CHA, only luck of the draw to be a natural leader.
I agree with Sir Exxon, but usually don't let it drop below 10. you get negative modifiers to your rolls at 9, but only get positive ones at 13.
