Well, I went to Vivec, payed my fine and was thanked by the Ordinator there for turning myself in with no mention of the killing.
Baron - I think the only reason I was able to kill him at level 14 was my full set of ebony armor and Umbra blade - perfectly equipped to stand toe to toe as long as there is only one after me.
