For Coda Flowers, go to the Bitter Coast. They only grow in those mucky green pools there.
I don't know about negative effects that aren't listed though. Never experienced any in my own homebrewed potions. But usually I only start making potions when I already have a full set of Master's apparatus, so maybe you can get that sort of thing with lesser equipment. I wouldn't worry about it too much though.
