yeah, okay, you found the dead wizard. there are two places to sleep, in a bed or in the wilds.
you cant just sleep in any bed: you have to sleep in a public bed. in seyda neen there is a public bed in the census building, where you chose your character. in balmora once you join the fighters guild, you can sleep in their bunk room. otherwise you have to leave the town (it will load a new area) and sleep out in the woods... things can attack you though, so its good to have a powerful spell or weapon OUT when you go to sleep.
as far as tips, i'm playing again after beating it and wizards are alot harder (especially to play true to) since they have very limited spell strength/points to cast spells. the first time i played the game i did so as an assasin/theif with alot of sneak, but my character can cast the spells he needs because you can get trainers to help teach you skills. thus you dont really need to worry about being a wizard specifically because you can learn those skills later. here is a pretty good walkthrough for seyda neen, minus the wizard who fell from the sky who you seem to have found already: (SPOILERS)

talk to some people in town and note that the tax collector in town is missing. go west from town (not on the road) and look around... theres a body out there in the wilderness pretty close to town. loot the body and DONT use the gold. return to the office of census and excise (where you started the game) and go talk to the old guy who gave you the papers. when he asks give him all the money. he will offer you MORE money to find the killer. go and talk to people in town and you'll be directed to the lighthouse to talk to the lady who lives there. talk to her and she'll drop the name of the killer. go to his shanty hut (behind the tradehouse) and talk to him about it. tell him you simply have to do justice, NOT that you will let him go. he'll attack. kill him and loot his house. take the ring back to the lighthouse lady. she'll give you some potions. talk to the old guy in the census building and he'll pay you 500 septims.
also, i dont know if you found the ring in the census and excise building, but if not you should go and get the ring of healing and then talk to the elfish looking character named fargoth. give him the ring back. go and talk to the people upstairs in arriles tradehouse and one will tell you that he needs to find out where fargoth is hiding money from him. go to the top of the lighthouse and wait until 10 pm. stand there until morning (go get some coffee or a snack while you wait). leave the lighthouse and go down to the little green pond in the area with the shanty shacks. in the middle is a tree stump. there you will find fargoths money and ring. go to the dude upstairs in the trade office and he lets you keep half the money and the ring. use the ring to heal yourself in the bandit cave so that you can continue to fight. as a magister, you won't have strong enough spells to handle the bandit cave right away, so you will need to obtain a good weapon (hopefully you chose a weapon skill as one of your majors/minors and used it for the tax collector quest). there is some decent loot in there. dont forget to look EVERYWHERE for things, because some loot is hidden in, say grassy patches with skeletons lying in them.
