it could mean the owner forgot to add a certain file together inside the mod.
to install a mod. just unzip it into your morrowind data file folder. say yes to everything.
OR
unzip it into your unzip folder then go to your unzip folder, enter the mod folder and copy everything except readme file. then go to your morrowind data file folder and click on paste. say yes to everything.
