If I remember correctly. In the thief guild quest, you can't kill him or else the quest is failed.

anyway, if you are playing pc version than you'll need to do the console command ( not verified to work ). go to your TES : editor and load up Morowind.esm . In the npc section seatch for Ondres Nerano ID. jot down the ID. go back to the game. press ~ to bring up the console and type..

placeatpc npcID 1,1,1

after that press enter.
