If you are doing the main quest, you will find the thief on the deepest level of St. Ohlms (i. e. you have to go down the trapdoor).
She is standing at the end of one of the both big sewer channels.
As for traveling in Vivec, I normaly set a Mark on the magesguild to make at least the way out a little bit more convinient.
