I'm stuck on the first shrine seargent quest for the imperial cult. The one where you have to get the bowl from the elf Carayel in Gnaar Mok. I went to see him, but he says 'I don't have the bowl go away' and all I can do is say goodbye, I can't persuade him or talk about anything else. And I tried breaking into his house but the guards frowned on that
. None of the other townspeople have anything to say about him either. How do I finish this quest?
