AC is determined by your skill: if your light armor is low, the AC you get from glass is low as well. Raise it and you will see that you can get a total of about 200 AC rating for a full suit. Still much lower than the 360 you can get with daedric suit, but really good nonetheless.
The same with all armor skills: the helm of orc7yn bearclaw gives my char only 15 ac, but we all agree it's the best non-modded heavy helm around Vvardenfell
I hope this sets the issue between kakero and roland: the first has good light armor skill, the second is unable to use it properly.
Back to the main topic: I prefer light armor (and I have tried chars with both heavy and light armor proficiencies) because of the encumbrance and the speed. After all you don't need that much protection at high levels, everything dies very quickly.
Just one disappointment: there are only one pair of glass bracers and pauldrons in the game, which makes it impossible to properly dress my two glass armored mannequins.
