Vas is an old velothi tower, just below the "d" of the word Sheogorad on the map. In other words, go west from dagon fel until you find dadric ruins (sanctus shrine), then northwest on the second island. There is also a shipwreck a few meters from the entrance to vas if i recall correctly.
