a) Yes, I think that's right.

b) Well, if you use Willpower Skills a lot then you still will get xs in level ups.

c) Your Magicka will be your int x ???. The ??? are as followings, High Elfs is Int x1.5=Total Magicka (Side note: My high elf is now lvl 7 and has 150 Magicka and I haven't even boosted his int once), The Star Sign Mage gives you an Int x 0.5 and the Appreance gives you Int x 1.5.

I hope that clears things up.
