Actually, Sir Exxon, you can't use IEEP to create kits - you can use that to create items, spells or import them.
To create kits all you need is Notepad and a good kitmaking tutorial. I recommend going to
Fortress Vaskez and checking out his tutorials, as well as those ones at TeamBG.
