Enchanting:

Generally, better & more costly items have a higher "Enchant Value." The enchant value measures the STRENGTH (power) of the enchantment.

For example, a Katana will have a higher enchant value than an Iron Longsword. Dwemer weapons usually have pretty good enchant values, except the two-handed "Foe Burner" swords, which are expensive but light in weight. A STEEL SABER is a better weapon than a Katana and easier to find.

To enchant you need a Soul Gem with a Soul in it. The larger the gem, the higher quality of soul you can put in it. This relates directly to the number of charges the item will have.

Last, you MUST have the type of spell in your spellbook. IT DOESN'T MATTER how weak. You just have to have the effect.

Now, based on your question, I'm assuming you're realatively early in the game. Therefore, I'd recommend killing a BULL NETCH and enchanting a STEEL SABER. It will fit into a lesser soul gem handily. It will give you good charges vis-a-vis the cost/difficulty of enchanting.

If you want to go the "custom" route and don't have the skill, bribe an enchanter (100gp bribes) that you plan on using through-out the game until he/she is at 100. The 300/400 gp you spend will be made back on your first purchase. Possibly even greater in savings.

However THIS IS VERY COSTLY through-out the game. CHEAPER to pay to raise your ENCHANT SKILL. So you could enchant it yourself. The gods of F5/F9 are very important if your enchant skill is weak (under 35)...

Or you could BUY a magic sword. General merchants and PAWN BROKERS are the best place to purchase weapons. Try SURAN and CALDERA in the early game. The Telvanni have GREAT weapons over-all. But getting there is costly and they'll be very expensive unless you join their faction.
