I don't know about the friend quest you are talking about, but for the Skooma guy.. If you talk to people, they will metion a book detailing one addict's experiance with skooma addiction. Go and buy the book from the vendor in the foreign quarter ("tales of a skooma addict", or something to that effect), then go talk to the drugie in the sewers. Once you boost his dispostion up to a certain point, he will take the book from you and say he will do his best to kich the habit... that's the end of the quest.
